I'm not sure it is in conflict with federal law. Even assuming the court was right to reject the antitrust claim, and I'm skeptical, it did so on the basis of a conclusion apps within iOS weren't a separate aftermarket. State antitrust law can and does go further; I'm not sure the UCL is different
