    "text": "The structure I outline is basically a hybrid intergovernmental-federal structure. That tries to minimize the issues with multilateral war-fighting. Looks a lot like NATO with similar issues. TBC best option is just to use NATO and build a Euro pillar there but not clear that’s possible.",
