This move with Leo XIV isn't unprecedented. Pope Pius XII was elected in 1939 primarily to confront Nazi Germany as a hard line diplomat. Though he's controversial in retrospect, that's what he did. It's possible the cardinals think America is a global fascist threat and want to do the same.
