More or less. There have been strong pro-Canada voices in QC on the right, like Mulroney, but the Conservatives have mostly threaded the needle of their winning coalition having alienated Westerners + QC nats by supporting provincial autonomy. The Libs own "a strong Canadian state" as an idea.
