Miller is not so much mistaken as intentionally forgetting (in the fascistic-Nietzschean declination of the term). Forgetting that the 14th Amendment to the US Constitution, as written by the Radical Republican-led Congress, intended to dramatically expand enfranchisement of rights, not narrow it.
