Finally, the importance of the PKK leader can't be overstated. Maybe it's cliché to mention "charismatic leadership," but Abdullah Öcalan has led the group since 1978. He was arrested in 1999, which led to a ceasefire. This spring he called for an end to the conflict, and it was apparently heeded.
