Raising the Steveston jetty prevented river flow, salmon fry and silt from going over Sturgeon Banks. Instead when the river has dropped it's silt and the tide comes in, it washes the silt churned up by snow geese out to sea. In 1982 Richmond Council approved an Estuarium at Garry Point.
