Just look at PUDs and co-ops in the PNW. They've had incredibly cheap electricity for the better part of a century, and the net result is a hell of a lot of very wasteful resistive heat. Compare that to, say, the southeast, where power isn't as cheap so more people have electric heat via heat pumps.
