/4 I know this seems grim, but have no fear: Secretary of the Navy John Phelan went to Harvard. Moreover his total lack of military experience allows him to bring a fresh, outside-the-beltway view towards assessment of why planes fall off aircraft carriers. Working theory: DEI, duh.
