Trump's theory seems to be that any trade deficit can be explained only by trade barriers—it can’t be that US consumers simply like to buy products from that country. This is so absurd that it’s something only Peter Navarro—who says “tariffs are tax cuts”—could possibly believe. wapo.st/4lcJ2fw
