Paging @ajosephoconnell.bsky.social; isn't the Library of Congress not covered by the FVRA? It only covers officers of an "Executive Agency," which the Library of Congress is not. Is this another one of Trump's naked assertions of Constitutional authority to appoint Actings at any gov agency?
