A thing a lot of mayors struggle with is that it's 90% about soft power. When Sim was fresh off a big victory, a lot of stakeholders moved quickly to do stuff with him. After losing half the park board, the school board chair, a councillor, and ABC getting 13% in a byelection, stakeholders don't.
