In Texas, the allocution statement (which is not the actual "victim impact statement" defined in 56A.151 in Texas CCP) is governed by this code section (42.03). It requires someone to appear "in person" (which an AI Avatar is not) and content is limited to "the person's views." So, not ok in Texas.
