This incoherence is a feature of populist tariff policy. Joe Chamberlain claimed in the 1900s that tariffs would: - Protect UK industry (by shutting out imports); - Raise revenue (by taxing non-existent imports); and - Be bargained away for "real" free trade (letting imports back in revenue free)
