And of course Mearsheimer also trots out the circular definition of a great power. You can tell it’s a great power because it maximizes power. Why isn’t this state maximizing power? Well clearly it isn’t a great power. Isn’t it easy to have an elegant theory when it is isn’t falsifiable?
