This is wrong, and bizarre from a NYT reporter. “Corruption” isn’t a precise legal term. It’s a widely-used term than means, roughly, use of public authority/official office for private gain. This is *necessarily* more expansive than the elements of any particular law, like anti-bribery statutes.
