    "text": "I have only skimmed the article and linked gov docs. My initial questions: why not an EA or PEA? Does (do?) the CE’s have an extraordinary circumstances clause? Is this just illusion to demonstrate moving the needle for more wells, but will intimately still result in EIS’s years from now?",
