It is highly unlikely that in the face of immense pressure Trump will accept the EU's offer of zero tariffs. If he accepted those terms that wouldn't fill his coffers with what everyone knows is a tax. He wants reciprocal tariffs to be able to say how much he is bringing in. He is a liar.
