US could target persistent global trade surpluses, China, Japan, etc. but it’s likely they’d sterilize them? Instead, what if we weakened the USD with massive Federal investment in infrastructure, schools, HighValueAdded manufacturing, etc. using direct monetary financing of the budget deficit?
