I agree -- I don't think this will *not* be a problem, I'm just hoping the publishing community are somewhat insulated from this. But yes, won't be surprised if they all tuck tail and run. Another big concern in this vein is key infrastructure like Arxiv (@cornell) and SocArxiv (@Maryland).
