In 1991 Belvidere Mall carved the Cinema into a tiny quad and re-opened it as a bargain house with tickets as low as $1.50. It was a hit among families and Waukegan's growing Hispanic population, that helped revive the mall from the brink of death. It was fully leased again by the end of the 1990s.
