    "text": "I agree - the surge in advance of the rule changes was probably unavoidable (they tried giving only 3 weeks notice and slipping it out without fanfare as it was). Also the RTB doesn't have an immediate impact on relets - it's much further down the line (when people otherwise move on/die).",
