Best is relative, and it depends on what era of WEIRD TALES you're talking about. Seabury Quinn was the most popular (1923-1954), major talents included Robert Bloch, Ray Bradbury, and Edmond Hamilton. For my money the best author after HPL, REH, CAS, and CLM was Manly Wade Wellman.
