Car driver says LTNs are “all stick, no carrot”. The LTN *is* the carrot. The lack of rat running traffic creates an environment where it is safe and feels pleasant to walk and wheel instead of driving. Permitted busses run on time as they don’t have to tangle with traffic. 🤦
