I think there's also kind of, almost a branding situation: The way we think of the story has become (inevitably, I think, & quite naturally) about The-Good-Samaritan, not a Samaritan who did a surprising thing, so "Samaritan" is deeply associated w/ the word "good," rather than foreign/stranger, etc
