I think that’s due to three main reasons. 1.) NAOMI emulation is likely closer to PC instructions and therefore easier to figure out than PSX. 2.) NAOMI has more fondly remembered, nigh-legendary fighting games (at least for Capcom). 3.) NAOMI emulation has already been hit hard by hobbyists.
