  "text": "I guess I’d just say that, since the speed limit based on this E&TS wouldn’t stand up in court, I’d also just encourage setting at 20 or 25 and not enforce it. You can do that - just put up the speed limit you want and don’t bother enforcing it. You’ll still get some effect.",
