My guess: The US-UK almost-a-deal may have reduced the average tariff rate Britain charges on American exports from 1% to 0.8%. And the UK is only 3% of US trade. "So if this sounds like small potatoes to you, that's because these aren't potatoes. These are tiny little peas."
