Kentucky Gov. Andy Beshear signed a bill to strengthen penalties for people who repeatedly violate restraining orders. House Bill 38 makes it a Class D felony if someone violates a restraining order 3 times in 5 years. It was previously a Class A misdemeanor — the same as the first 2 offenses.
