One thing to underscore: the "immediate custodian" principle in habeas cases is a prudential venue rule that's supposed to relax when there is evidence of gamesmanship. Then, you should be able to name the department head as a defendant in DC (or elsewhere). SCOTUS messed this up in JGG, bigly.
