Paying Retail Prices for rooftop solar was a huge subsidy, which is why the original legislation said it would end when rooftop solar reached 0.5% market penetration. We blew past that long ago, but Big Solar lobbyists keep getting it extended. High CA reimbursement lets them pad CA profits
