A 2/3 majority in the CA legislature meant basically every Dem, maybe an R or two would be needed. But fully like 1/4 of CA Dems openly advocate for the oil industry as like, their main thing. So the choice was either a cap and trade that bid oil would tolerate or no cap and trade at all
