'hypercompetitive contracting process' is right, and even still comes up short. An R01 mechanism from NIAID (covering 4-5 years of moderate baseline effort for most R01 labs) finished 2024 with <10% payout to applicant pool. There are only 3 funding cycles. Turnaround from reject is >1 cycle.
