    "text": "Many countries use a rotation system with a minimum number of Justices necessary for a ruling (It doesn't have to be the entire court, just the minimum number of justices).  It can accomplish 2 things: easy recusal for conflict of interest and I think it might prevent many of the tailored lawsuits.",
